Yes, there are good foreign medical schools.
The admissions procedures vary. Contact the schools you are interested in.
Yes, you can do a residency in the United States after graduating from a foreign medical school. However, it would be wise to go to a more established foreign medical school with good placement into US residencies.

the short answer is yes...
there are actually quite a few good schools out there. but, you want to be very careful with the decision to go abroad, and be fully aware of the difficulties that you will face.
as a general rule, you will have a harder time getting a good residency spot. nothing is truly out of reach, but the odds of getting certain specialties are pretty astronomical.
basically, if i were doing it again, i would primarily keep the end goal in mind. the end goal is getting a license. so, be careful and pick a school that is recognized in all the states! make sure there are grads in each state, and in most specialties. that will give you an indication that the school does have a good product to sell you.
beware of schools that are new and unproven. sure, every school started somewhere...but, at this point in time there are many, many schools that have been around and proven themselves. there is no reason for you to be a guinea pig for a new school. look for VALUE, not simply COST. and, do your homework and spend the money to visit the schools you are considering.
general advice for going abroad: remember that you are attending a foriegn school, and likely it will not be like home. there will be difficulties and you will get frustrated. just do your time, and focus on the end goal, with a minimum of complaining and whining. just put the head down and go!
schools to consider:
1) carib: auc, ross, saba, sgu
2) ireland
3) australia
4) isreal
5) mexico
6) select few central europe programs
7) if you have ties to any other country, or speak another language, native language programs are usually a good choice.
if you cannot get into the above schools, there may be some other choices, but these will involve trade offs such as increased risk and decreased licensability. i would avoid these schools if at all possible. do not consider schools solely on location, cost, etc...look at the big picture!
