My friend (a flight surgeon) got selected for promotion right after he finished his obligation and left active duty. I think he is on IRR now. Can he still pick up the new rank?

I didn't realize I was still on the IRR books until 3 years later, when I got a letter saying I had been selected for O4. I did not want any chance of being called up, so I quickly checked the box 'turn down promotion and leave the IRR'. Two months later, I got my honorable Discharge paperwork, and I was listed as LCDR. Go figure.
