If a school only requires 2 and u said 1 or 2 more additional....do they view it as "not following directions"? Or do they just REQUIRE 2, but u can send more? thanks

Even if they don't, wouldn't it still leave the impression that the student was qualified enough to get additional recommmendations?...assuming they were positive letters. The only 2 schools that were adamant about not reading anymore than the required LORs were ICO and Berkeley. The other schools said it was ok and PCO was impressed that I could send more. True, but some people might find it better to control which three are actually read.
