iam a post master in ophthalmology(m.s)in ophthalmology.finished 1 month ago from aravind eye hospital,madurai in india.i want to know is there a possibility of me doing a fellowship in u.s .i haven't done my mle exams,though i have cleared my ico exam.please do tell me is there a way i can do fellowship in u.s without me clearing mle.what are the other things i should have to do there ?

As far as I know, you can't do any training here until you've passed the USMLEs.

I think you need to have your ECFMG to apply to any program.. which would mean that you'll need to have passed the USMLE Steps 1 and II (CK & CS) to get the certificate.
