I'm planning to attend the complete prep course at Kaplan Medical to prepare for the USMLEs. I'd like to know your advice about the best institution to attend this course in.

Is it better to attend it in Newark,NJ or in Chicago,IL or in any other place?

Anyway, I should say that I'm also considering the life quality, nearby hospitals if I planned to have some clinical attatchment rotations, ease of life, safety and anything you would put in mind if planning to do the same.

CompletePrep is offered at NJMI in New Jersey, although KMI is offered at both locations, so if CompletePrep is what you want, then New Jersey is the place! Both KMI and CompletePrep offer a very comprehensive array of resources and superb staff to guide you through your preparation. So in terms of expertise, either will work well for you. Of course, the NJMI center, located in Newark, is located close to a very large concentration of hospitals, since it's in the New York area, so it might offer you somewhat more options in terms of clinical experiences. But Chicago also offers proximity to quite a few hospitals known to be receptive to international medical graduates, in case you attend a non-US med school or are a graduate already. You may want to call both the Chicago loop center and the NJMI centers to speak with the staff to learn more about the locations and the subtle differences, and to find out when the course you want will be offered, as it runs at different times in these two locations.
