B the repressor binds to the operator to block transcription.

the asnwer is B...which i agree with but isnt C right too?

The inducer only binds to the repressor, it can NOT bind to the operator lonesome, therefore it binds to the repressor and induces transcription because the repressor now can not bind to the operator...

In repressible system the repressor can not bind to the operator, only when the co-repressor binds to the repressor can they both bind to the operator and stop transcription...in a repressible system transcription is always happeneing...except when their is a repressor co-repressor complex
