Many program's websites state that they need a minimum of three letters. Does that mean you can send more than 3? or should you just stick with 3 letters? I have 4 letters of rec and I would like to send them all rather than choose which 3 to send. What do you guys think?

No, the Dean's letter (or MSPE) is separate. If you have a Department or Chairman's letter, that counts as one of the 4.

to the OP: sry for the tangent...
related question on LORs: i've found programs that dont specify the total number of LORs they require for a complete application (at least on their website) - for these programs, should i email them, send the number that i have (4), or use some other approach?

I sent more than the minimum number of letters, just make sure every letter is strong and contributes something. The other point to keep in mind is that certain programs will allow extra letters OUTSIDE of ERAS, by which you can e-mail them a letter of recommendation or send one through some other medium. Stanford comes to mind and I think there was another program.
