Does anyone have any information on what kind of board scores (step 1, step 2) are required for some of the aforementioned CA IM programs in the different tiers?

I heard that the top programs require 230+. Is that true? That seems kind of high b/c some ENT programs have averages like that.

That's actually pretty legitimate, and I suspect that's a place like UCSF's IM intern class will easily have 230+ average. Some of those best programs are also some of the most popular because they are also at the best location. On average it's a lot harder to match at ANY california program compared to a comparable program anywhere else in the nation.

Not sure if scores alone is used to get interview, or scores + other stuff from your file.
