I was partially wrong! I checked CAAPID website and they have stated that you can either send original ECE report and if you don't have it you can send a notarized one. You can check the below link to find what all is needed for CAAPID application. CAAPID application seems complicated at first but if you go through all guidelines then it's very easy and convenient.
