Default Percent Out-of-state benchmark?

Hi I am researching schools right now to apply and I was wondering, when choosing out-of-state schools, is there a general benchmark for percent out-of-state to help decide whether or not to apply to an out-of-state school?

So far I have been marking schools that are 40% or more out-of-state. Should I consider lower percentages?

I think it really depends on how competitive you are and how much you want to go to a certain school. I am going to take a flyer on a couple schools with OOS less than 20% because I would really like to go to that specific school.
