I'm going to reapply this year and was wondering if I need a new personal statement and new letters of recommendations?

Same recommendations might work but for personal statement you might want to add how you have improved as an applicant compared to last time. If you have done more volunteer work, rewritten OAT etc etc. This is assuming you are applying to same schools.

Call the schools you are interested in. Some schools will tell you that new letters are a good idea while others may not stress it. It's just better to contact them for a real answer.
