Default circuit question

How can you tell by looking at a circuit diagram that one of the resistors is in parallel with a short circuit and therefore does not count when adding all the resistors together?

My dad is an electrician and he told me that the current would run through the bottom not the top of the 2 ohm resistor and therefore doesn't count when adding.
