A graduate doctor in Portugal, can work in Dubai? What is needed to get the licence? Is there any chance to do a training program in a Dubai Hospital? Even if the person doens´t have concluded the speciality? Please advice and give me some places(websites or institutions) where I can get this information.

In Dubai you'd have to go through the Dubai Health Authority to clarify what would be needed from your end to practice in the Emirates. This is if you are an already licensed doctor elsewhere.
If you're interested on doing an Observership then those are relatively easy to get into if you contact the Department you're interested in and inquire. As for Residency, the United Arab Emirates holds 3 exams every Spring called the Tanseeq Entry Exam (held between February - April) where you are permitted 2 out of the 3 attempts to do the exam. Only UAE locals can take the exam 3 times. Once you pass the exam (60%) you can apply for only 2 Residency Programs in any of the offerred hospitals. So you choose a specialty and can apply to all hospitals that offer it. For example, Pediatrics Residency in Tawam Hospital, Sheikh Khalifa Medical City and Mafraq Hospital. Then you go on interviews,waiting time is a little over a month until the Match results are published and you commence residency in September of that year. So is doing an intership (housejob) a definate requirement before applying for residency in UAE. Or is it possible that I do my MBBS, give step 1 and 2 and then apply for a residency or are there any other options?
