I believe the certificate is if you have a master's in something else. When I was in nursing school, we had several MSN-prepared nursing instructors who had a MSN in education. One of them went back to school and got a post-master's certificate to become a nurse practicioner.

Generally the post master's certificate is for those individuals who all ready have a master's in nursing, but now what to take the courses to become a NP and sit for the certification exam. For example an individaul may all ready have a master's in nursing with a focus on education, mangement, administration, clinical nurse specialist,etc.
