Default How does admissions at USUHS work for the different branches?

So I know that at your interview you get to rank your preferences of the four branches, Army, Air Force, Navy and Public Health Service and put down how likely you would be to accept a spot in each program. What I was wondering is how exactly do those spots get shorted out?

Does the admissions committee rank each applicant and the top applicants who put army as their #1 get into the army? Or does a representative of each branch look through the candidates and pick out the ones they want and then the horse tradeing begins, (like the NFL draft?)

I have heard people say that they were wait listed for Navy or AF and then told that a spot was available in the Army. That seems to indicate that some short of ranking system is in place and the higher your rank as a candidate the better your odds at getting into the program of your choice.

Does anyone know any specifics or have any comments?
