FAP Secondary waiver question

So I get that FAP waives 14 primary apps. That's clear.

But what about secondary apps? Am I eligible only up to 14 secondary apps as well?

Say I'm planning to apply to 25 schools..

I pay primary and secondary fee for 11 leftover schools?
Or will I be waived of most of secondary fees (all 25 or those that waive secondary fees)

The individual school waives the secondary if you have FAP. I believe they all do except Howard, and Tulane which just reduces the secondary fee.

Only tulane reduces the secondary fee to $65. Howard does not not offer a waiver or reduction, which sucks
