Default CA BOP RPh application - to mail or not to mail (yet)?

So I'm debating the following options:

1) mail an INCOMPLETE application now, and complete my Live Scan in a few weeks when I get to California
Pro: I start the 60 day clock early
Con: I don't like stray shiet and incomplete packets
2) WAIT and mail a COMPLETE application in a few weeks when I get to Calif.
Pro: One mailer and no issues about completeness
Con: 60 day clock starts later and I need to be licensed by September
Potential confounder: my transcript was mailed and arrives at the BOP office on Monday. Will it just sit there waiting for an app to come or would it eventually be returned?

Paper prints are out of the question since that can potentially be a 6 week delay and I'm moving in 3 weeks anyway (unless one of ou convinces me otherwise).

I've heard that the CA BOP is disorganized so I was told by supervisor to have everything together when you send it in, as they may not keep track and/or lose your incomplete application, plus they don't let you know for 30 days whether or not it's incomplete.

Honestly... it doesn't matter. I sent in my complete application a few weeks ago (fingerprint cards and everything)... just got a letter in the mail today saying my application is incomplete because I "didn't send in my fingerprint and check". smh... I was and still am pissed... calling them is basically useless since no one answers. I left a message for them AND sent them an email... no one ever answered... so good luck

Okay, yeah I'm going to go ahead and just hand deliver my application then as a complete file. I'll ask them in person about my transcript that's sitting in the office. Thanks y'all!
