For 2012 entering class there were a total of 279 international students enrolled in US dental school. There were 115 from Canada, 75 from South Korea and 89 from over 40 other countries.
They need to start offering some form of financial aid to International students, that's the only way the enrollment number will increase. The majority of international students don't come from developed countries and they can't afford to pay the high tuition fees.

Increasing the number of international students attending US dental schools is not exactly a priority. Most, if not all, of the countries attending in the US do have their own institutions for training health professionals.
There are bank loans available to those who qualify. The ones, who do not qualify should live within their means and study in their countries. Not counting Canada, majority of international students study dentistry in the USA to stay and live in USA
