I think those are generally guidelines. Most programs from what I've heard make exceptions to those rules but some medical schools do require >90 for admission. You'd have to call individual programs to find out their policies.
My experience is that a lot of 6yr tracks do require 90+ on Part I to appease the medical schools. I think the top 10% class rank is more flexible than board scores. Now with board scores going P/F that may change in the future.
