The problem is, many of the people who are smart enough to do the job are much too smart to want the job!
 
Day 1: Fire everyone except the secretarial staff

Day 2: Have secretarial staff set up interviews for the remaining positions using a national head hunter firm. No psychologists allowed.

Week 3: Have new administration fire secretarial staff.

True, although with Puente as the APAP Pres. I'd be much more willing to do this than at most points in the past.

If Puente wanted to stay on as CEO afterward that wouldn't be so bad, really.
