4 years. I have intentions of going through the proper criteria. License plates, utilities, home, drivers license, paying taxes. I will be an independent with the intent to the fully leave behind the other state.

You already meet FL's requirements, so you will apply IS. Your other state will also be IS as well, thus increasing your chances for admission and cheaper tuition.
