Applying to both prelim and transitional year programs

Can you apply to both preliminary medicine and transitional medicine at the same program or is this frowned upon?
Also, remind me again...do you need to tailor your personal statement for preliminary or transitional year programs or can I use the same personal statement that I would use for advanced categorical positions?
