Arbitrary Caps on Jan 1st, what now?

Arbitrary caps are going into effect on January 1st. What does this mean for the PT profession? How could congress do this to rehab specialists AND their patients?

I haven't read much about it, so I'm not totally filled in on all the info...but it's just for Medicare patients, correct? There was already a cap at I believe $1870 per year, although I think under special circumstances it can get extended. Most of the Medicare patients we treat have a secondary insurance (Blue Cross, etc.), that kicks in when Medicare caps are met. Does anyone know what the new cap is, if exceptions will ever be granted, or any other info on it?
