I liked Blumenfeld's website for the basic exam stuff. I used his text in medical school and thought it was a good website for getting the gist of a good screening neurologic exam: http://www.neuroexam.com/neuroexam/
Don't have a great suggestion for finer points except perhaps DeJong's exam text.
William Demyer's technique of the neuro exam. This was the ideal starting point in neurology for me. Couldn't recommend it enough for what you're looking for.
DeMyer's a programable text is a great book for the neuro exam. I would recommend reading Blumenfeld through clinical cases first. There is also a great book called guide to the peripheral nervous system exam.
