I would get rid of UCLA, UCSD, Dartmouth, and some of the in-state schools you're OOS at and replace them with DO schools. The 36 is nice, but a 3.5 GPA makes those places low-yield.

I'm pretty sure all of the OOS schools that I'm planning on applying to are private schools (with the exception of UAB). But I'll have to check that again.

I'll definitely take Dartmouth, UCLA and UCSD off the list. I feel uncomfortable not applying to so many of my in-state schools (UCLA/UCSD were supposed to be my dream and reach schools) but you're probably right that those would just end up being donations.

Are there any safeties for me?

DO needn't be in the vocabulary of someone with a 36

dartmouth isn't a terrible choice. OP is within their range and is non-trad. i got an interview there this year with a 3.4/34

i think the UCs you chose are fine.

consider deleting: all the SUNYs (low OOS yield), the FL schools (same), Alabama (same)
