Can anyone help me resize image for secondary (2x3 in) - I'm terrible at photoshop

Trying to resize my headshot to 2 x 3 inches to upload to my secondaries. Tried to go to Walgreens, Riteaid, etc. and they couldn't take passport photos and save them to a disc for me. So I had a friend take a picture with a digital camera. I have photoshop, but I never use it and can't figure out how to resize the image without making it look like garbage.

I hope that too. Three IIs so far tho. At least one from a place that specified 2x3.
