Can one do Surgery Residency Training abroad and practice in the Philippines?

I am a Filipino doctor. I am currently a General Surgery Resident, but I intend to go into Neurosurgery or Plastics Surgery and establish my practice here in the Philippines. My questions are as follows:

1. Is residency done overseas (such as Singapore) creditable and recognized locally so that we can still practice in local (tertiary) hospitals? (Reciprocity?)

2. Can we apply for fellowship locally (i.e. Philippine College of Surgeons) if we trained and completed Residency abroad?​
