Cancelling DAT?

I'm asking this for a friend. He is in a bit of a complicated situation, basically he won't be able to take the DAT this summer. He told me that he registered online, paid for the test, but hasn't recieved the letter from ADA. So he hasn't picked a test date yet. Do you think he could call in and cancel before registering, and recieve a refund?

I told him that he probably will have to take the hit, because the ADA website say's no refunds. What do you think?
