I finished most of the secondaries early July

Cumulative GPA: 3.62

Science GPA: 3.45

MCAT Scores: 509. 130, 125, 126, 128

Research: RA at A lab since sophomore year. Presented a poster at an undergraduate research symposium as first author

Volunteering (clinical) – 80 hours at a hospital and started in the most recent spring at a clinic in LA, 25 hours so far but i'm continuing there

Physician shadowing – general surgery 20 hours, urology 20 hours, gastroenterologist 20 hours

Non-clinical volunteering: I'm good on this section, I've got tons

Extracurricular activities: Intramural soccer captain few years, Quidditch team vp , PR director for another club, stand up comedy. I'm pretty good on this section

Penn and BU aren't going to be high yield for you at all. Your list is fine overall, but given your stats, it might be safest to add some DO schools as well, if you don't have a reason to avoid that route.
 
Marshall really only gives consideration to OOS from bordering states or ties to WV. Easy one to scratch.
Your MCAT is <10th at BU. You probably know you should remove Penn already.
At 250 OOS apps/matriculant, really Cooper is probably only worth trying if you are from the Philly or NYC region.
Oakland and W MI are the MI schools you want
MCW UIC and both Arizona schools are ones I'd seriously consider. Same with Creighton and SLU.
If finances are an issue, I would give those 6 priority over the ones mentioned above and NYMC/Quinnipac/Drexel/PSU/IU
