Commissioning/Oath of Office

Does my Oath of Office have to be performed by an officer, or can it be performed by a prior enlisted? My dad and grandpa are both retired Navy (20 and 30 years) Senior Chief Petty Officers...and my dad really wants to perform my oath of office. I'm waiting to hear back from my commissioning coordinator, but thought I would see if anyone knew here.
