By "registering" what exactly do you mean? Obtaining a license to practice? Attending a dental school? Not sure what you're referring to here??

If you're talking about a person who is a dentist in India, coming to the US to practice and going through the proper channels to practice in the US and then obtaining their license in 1 state, but practicing in a different state than they have a license in, that's not legal. Just like if you have a US citizen, who graduated from a US dental school and obtained their license in 1 state and then practices in a state that they're not licensed in, that's illegal as well.

If this is regarding practicing dentistry in the US, you need to have a valid license in each state that you practice in
