Confusion about PCO and SUNY tuition? For the 2015 school year, is PCO more expensive?

Hello. I am doing research from SDN and I am seeing that everyone is stating PCO is more expensive than SUNY, however I am seeing that tuition for PCO is $36,380. And SUNY is $43,740.00. I am out of state for both schools. I am confused where am I making a mistake ?

If you are a US citizen, you can get in-state tuition at SUNY after living there for one year which drops the tuition almost in half ($24,080.00) which makes it cheaper in the long run than PCO which doesn't have that option.
