Do they have to be "good years" to meet national guard service obligation?

With the FLEX policy it seems like a provider could have a "bad year" ie. not get enough points to be counted toward retirement. Would a "bad year" still count towards the service obligation if one wanted to get out without the retirement?

yes, but even with no ADT you can still make enough pts with just 9 weekends. (you get 15 just for existing)
