Does metrics affect staff or manager pharmacists more negatively?

When metrics such as script count, telephone, and flu shots are not met, will this affect the staff pharmacist more than the pharmacy manager or the other way around?

It looks like the popular opinion is pharmacy manager, even though the staff pharmacist will feel the added pressure to perform even better under crazier conditions.
