GI guys at my institution do not perform EGD or colonoscopy under general anesthesia. Is this correct? Patients always complain of pain like hell. I wanna know the recommendations

yes, pretty much everywhere. look up conscious sedation

I had both procedures done over the last few months. My GI doc uses propofol. I slept threw it all. I felt fairly normal upon waking up. I don't think conscious sedation recovery is quite as smooth and fast from a patient's perspective.
 
You might be interested to know that sedation for colonoscopies and endoscopies in particular is much less common outside the US. The doctors where sedation is commonly not used generally take a bit longer and are more gentle, from what I have heard, but I don't have any resources to back that part up.
