Elective at the Fellowship Site

I'm a third year medical student, and I recently came across this document that contains the 2004 survey results of IMPD's in which fellowship selection criteria were ordered based on their importance.

They listed the seventh most important criteria as "Elective at the fellowship site." Does "elective" here refers to the elective rotation (away rotation) that medical students do during clerkship years, or do residents also have the options of doing electives during their training?
