Example Lack of Transparency in Procedure Costs in California

Should situations like this exist? What can be done, if anything, to increase transparency? Is anything being done right now? Keep in mind that very few people actually pay these prices but these are what would be, I think, analogous to MSRPs for the procedures. Also, why is there such a disparity here?
