3.0 GPA is the minimum asked by most of the universities, in fact almost all.
That makes you eligible to apply to all of them. I know a lot of people who had much lower gpas and are currently students at different programs.
Higher gpa helps but you can definitely improve your application with different courses, volunteering activities etc. Don't worry you are at par with everyone else. Just concentrate on improving you CV.
