how to improve chances reapplicant

I am looking for suggestions. Applicant is my son

Psychology degree 3.3 GPA
Philosophy 3.54
Post Bac BCMP GPA 3.65
Overall Post Bac GPA is 3.6 88 credit hours
33 MCAT retaking due to the fact it is expiring for one school.
1300 hours hospital volunteer hours mostly clinical.

Heres the problem
3.29 Overall GPA
3.12 Science GPA
Freshman year problems.
He plans to retake his his two C+ classes. He can bring up his science GPA but as for the overall GPA he has 236 Credit hours and it will not increase much

What would you suggest doing to improve his chances.

Has he considered engaging in a Special Masters Program which could override his undergrad GPA if he is able to earn a high GPA?

Yes
He had a 3.75 for his junior year so he can make the grades. He had a 4.0 for his Post bad BCMP until his last 2 classes.

If those are the two C+ grades you're referring to, then reversing the impression that a recent downward trend gives would be important. And retaking the two classes, but itself, probably wouldn't be enough to do that.

Do you have any suggestions that do not involve spending lots of money.

Peace Corps, military service, and Americorps experience all seem to be major application boosters.

He would certainly get into an osteopathic school with those stats. Some people are set on MD, but DO is definitely an option for him right now without doing anything else.
