realistically, your chance for CA schools would be low as you already know they do not consider PCAT. So for academic indicator, your GPA is the only thing they are looking at.

Do you have a degree ??

Can you take the PCAT to apply OOS ?? any family or personal situation would prevent you from doing that ??

You may, or may not get in. But like oldstock said, your chances will be very low.
Keep in mind that you are competing with many others with ~3.5GPA. Many CA resident with good GPA will apply CA schools since they do not need to take PCAT.
I have similar stat with you, and i am still applying multiple schools in CA.
BUT, i also took PCAT already and will apply OOS as well.
I think you need to consider taking PCAT and apply OOS.

Also, from many posts i read from, USC has GPA cutoff higher than 3.0 although USC website has minimum pre-req is 3.0.

-start from your background and highlight strengths.

-be direct and to the point. Be flowing and easy to read.
