International General Dentist or specialized American Dentist for LOR?

Hey, everyone I was told that Dental schools rather letters from general dentist because we will be a general dentist before we specialize. However my situation complicates things slightly. My options are between an international general dentist (not licensed in America) and a specialized dentist. Which one should I do? I can't do both because I can only submit 4 letters and many schools require 3 letters from science professors. Please help
