Is there a way to spot URM friendly residencies?

I'm a second year, so I have not applied to residency yet, but is there anyway to tell if a residency program has an old racist PD? Maybe being in the south has scarred me, but its something I worry about. Maybe look for URMs in the program or any statement about diversity on the residency website? A lot of the diversity statements are bull crap though, and are just there so the program can feel good and appear PC.
