Can government provide subsidies or paycuts to make it easier for people to afford private insurers. Instead of putting everyone on medicare which has worse reimbursement rates and having to deal with other bureaucratic issues, can we implement a universal care where governments helps "fund" money for people to afford private insurers.

The government can (according to the supreme court) provide subsidies and does provide subsidies- Obamacare.
