LCDR Promotion through NADDS

Hello all,

Long time lurker.

I will be coming on active duty after 4 year HPSP and then civilian deferred 5 year residency through the NADDS program (Navy Active Duty Delay for Specialists. I was reading on BUPERS that those coming on active duty less than one year prior to the May 16 LCDR board selection meeting will be placed in deferred status unless the service member writes the board and requests to be reviewed by the board for selection. Am I interpreting this right? I thought selection to LCDR was pretty much automatic. Any one have a similar experience?

It may be automatic, they are just planning to defer those with less than one year on active duty to the board in the next year. So maybe those people will "automatically" get it at that board. That way they have a year and a fitrep before being up for the O-4 board. "Unless the service member writes the board and requests to be reviewed by the board for selection" means you can still write and ask to be considered anyway. I have no idea if you would get it or not, but it just seems like a little time and energy to write the letter.

That's absolutely right. Look for the NAVADMIN message that comes out around December timeframe, which announces the convening boards, and explains what you have to do. Because you'll be in a civilian training program, you might not hear about this and it's easy to lose sight of. I'd bookmark the NAVADMIN messages webpage and look diligently for that message. Here's what it looked like in DEC2013 (when i cared about it, read paragraph 6 in detail):

2008 med school graduates pinned on in September 2014. 2009 selectees were just recently announced will pin on later this year. 2010 graduates like myself are in zone for the May of 2016 board.

You are typically selected in your 5th year as an O-3 and then put it on in your 6th year +/- a few months.

You wont get denied, neither the look nor the promotion. Everyone makes O-4, unless you got a DUI, failed a PRT, or something obviously adverse.
What specialty are you?

Contact your specialty leader. Part of that person's JOB to take care of people like you.
A medical specialty leader is going to watch out for a resident in a civilian program, reminding him/her to send in a letter asking for a waiver for promotion? Fat chance. I'd be very impressed by such a specialty leader.

Mind your own admin, especially when it comes to pay and promotion (this is the stuff that matters, it's money in your pocket). Nobody does it better than yourself.

Mine did. A few years ago after someone missed out on O4 because of this very issue, he went looking for these deferred guys to ensure they got promoted on time.

It might (might) be too much to expect every SL to go looking for these people, but now that the OP knows it's an issue ... the first thing I'd do is contact the SL and ask for help getting it done right. Whoever it is will help.

You certainly could do that, you could contact the specialty leader and give him/her the opportunity to "lead". When said SL doesn't reply back to your email, take matters into your own hands .....look for the NAVADMIN message, write a letter to PERS (put a stamp on it, mail it yourself), contact PERS yourself to make sure they received it and have you set up correctly for the promotion board. The do-it-yourself attitude will get you very far in this business (it might piss some people off, but oh well).

I'd offer the same advice regarding Pay. When the PS2 Schmukatelee liason at your hospital fails to deliver your paperwork to the motherfarm PSD office, you march down there yourself, turn in the paperwork, and hover over that civilian who has the power to fatfinger things correctly into the DFAS database. You'll piss off every one in your chain of command, but secretly they'll admire and respect you for taking care of business by yourself.
 
I agree with DrMetal on making sure you stay on top of your stuff. In general no one cares as much about you as you do so don't rely on others to make sure your promotions and pay are correct.
 
I agree you should request to be considered by the board. In general, the LCDR board is a deselection process rather than a selection process. I sat on a LCDR board a number of years ago and these are my takeaways:

1) As a NADDS, your Fitness Reports will be either non-observed or you will have been given average marks with a promotable overall. This is not a big issue.

2) The board is looking for negative issues. As a NADDS, you should not have any.

3) The board wants to know intentions. Write a letter to the board. Explain what you have been doing for the past five years. They understand residency (5 of the 6 are doctors). Be positive about coming on active duty in the near future. This will get you promoted. You can find info about writing to the board at the Navy Personnel Command website.
 
Was a little apathetic for a while, but decided to jump back into the pool.
