Likelihood of getting a full ride when applying OOS ??

Hello everyone! I just had a quick question, I was wondering if anyone knew how likely it is to get a full ride scholarship (or any scholarship) while applying from out of state ? Are you more likely to get one if you're from that state? Does it even matter?

very unusual for anyone, IS or OOS, rockstar applicant or mediocre applicant, to receive full-ride scholarships. I would recommend you look into the health professions scholarship program offered by the Army, Navy, US Air force etc. They give a full ride.
