You can do either! People who wanted to evolve sooner/more were just doing both.

your pokemon only has two stages (base and an evolution), so evolve after getting an acceptance.

You've only got 2 stages, so evolving upon acceptance makes the most sense anyway!

Psh, I technically have 8 evolutions to choose from, so might as well switch it up!

I don't think so; I've never seen a mega evolution for Vap yet. What if you did a Gen I (Vap/Flar/Jolt) -> Evo Gen II (Umbreon/Espeon) -> Gen IV/V (??) Ice/Leaf dude? -> X/Y Fairy Eevee

No, no megas or second evolutions. I'm evolving into an Eeveelution whose color corresponds to the color of the school I interviewed at, and then at matriculation I will settle on Espeon (my favorite).
