Minnesota licensing- how hard is it?

I've just looked at the minnesota.gov page about internationally educated dentists and apparently the process is still analyzed on a case by case basis with the possibility of a limited license for 3 years or full license.
Is anyone familiar with this process? How difficult is it to get a limited license? how do they analyze your dental school transcript to know if your education is equal or above the one provided by CODA accredited institutions- because that is one point made there, the need of an equal to above education? Is it restrict to trainning at 1st world countries?
Any insights are deeply appreciated.

The process is not easy, duable but just to tell you that since 2009 only 8 dentist have been able to get this process done. Also the process is longgggggggggggg

This is an inside information of how you should processed, you will not find this online or anywhere. This was sent to me personally and I am posting it to help anyone that need additional information. BTW: don't ask me questions about this, please contact them personally, google it or something. I am posting only to inform but I am not knowledgeable in this topic with Minnesota to offer advice. HOPE IT HELPS.


Please note that the application for credentialing is a three-part process (ICA will be receiving documents and information from three different sources).

Briefly, this is the process:

(1) From You:

We will receive the completed, dated, signed and notarized ICA Application, and a copy of your Spanish-language high school diploma, dental diploma/degree, a copy of your marriage license (for change-of-name if this is applicable), the evaluation processing fee (450.00 payable by certified bank cashiers check in United States dollars and payable to ‘ICA’) together with official English-language translations for all diplomas and certificates, the academic transcript and the syllabus with course descriptions.

We do not accept credit cards, debit cards, wire transfers or travelers checks. You will need to make arrangements with your bank to issue the proper bank cashiers check in United States currency.

(2) From Your School:

You need to send (or email) the ICA Transcript Request Form for Educational Institutions to your dental school.

The principal at your school needs to complete, date and sign the ICA Transcript Request Form for Educational Institutions and mail it directly to us here in Florida by registered mail, EMS Express, UPS, FedEx or DHL (all can be tracked) together with the following documents:

-official academic record in the Spanish language (this transcript must include your dates of attendance, subjects attended and examined by semester or academic year and final grades for each subject)

-breakdown of TOTAL contact hours (also known as clock hours) for each individual subject

-a complete syllabus with course descriptions (this is a detailed description of the content of the individual subjects: the specifics of what was taught in each subject, including dental techniques, procedures, concepts and skills that were taught in each subject, what you were supposed to learn - and know - when the subject was finished)

(3) From the Ministry of Health:

You need to contact the Ministry of Health.

The person in charge needs to issue a letter of good standing (stating that you are authorized to practice without restriction in your country of education) and that the Ministry of Health has no negative information about you in its files. This letter need to be mailed directly to us here in Florida by registered mail, EMS Express, UPS, FedEx or DHL (all can be tracked).

The Process:

(1) We will email you to let you know that we have received your completed application, evaluation processing fee, copies of your supporting documents and a copy of your English-language translations.

(2) We will email you to let you know we have received the official documents from your school (provided we have already received your completed ICA application, evaluation processing fee and supporting documents).

(3) We will email you to let you know we have received the necessary confirmation from the Ministry of Health (provided we have already received your completed ICA application, evaluation processing fee and supporting documents).

Note: if your application, supporting documents, translations and evaluation processing fee have not been received from you, we will be unable to provide you with any information regarding receipt of your official documents from your school and the Ministry of Health.

If you need information on whether your official documents were sent to us by your school, please contact your school.

If you need information on whether your official verification of professional status was sent to us by the Ministry of Health, please contact the Ministry of Health.

(4) When all documents, materials, and translations have been received (and your completed application has been received) the file will be considered complete and ready for processing.

(5) The file will be given to the evaluator who will be conducting your evaluation.

(6) It requires approximately 4 weeks to complete an evaluation which is in compliance with the requirements of the Minnesota Board of Dentistry. Your evaluation will include the narrative, a course-by-course breakdown with grade point average based on your official academic transcript, and the Minnesota Board checklist form mandated by the Board. It is a five-page breakdown of your subjects, year of examination for each subject, and Grade Point Average in each of four sections.

(7) When the evaluation is in the final stages of completion, we will email you.

(8) The original evaluation will be sent to the Minnesota Board of Dentistry with a copy of all your official documents received from your school and from the Ministry of Health.

(9) A copy of the evaluation will be emailed to you.
