National Health service corps versus national public health service?

I am confused about the difference between these two entities? Is one a government agency and one something else?

1) There is this magic tool called google :D
2) NHSC: service in underserved areas of the US as determined HPSA score, for scholarship or loan repayment, for many specialties. The funding technically is through HRSA (a government agency). Your employer is NOT HRSA, or the federal government. It is whomever hires you in that underserved area, usually a community health center.
3)USPHS: this is a service branch, modeled sort of along military lines. It also exists to provide health care to the underserved, but where/in what role is more limited than NHSC. In USPHS, you are a federal employee, and pay is determined by your grade. You can move up in rank, which means more pay, and frequently more responsibility. You may be asked to relocate as part of your service, as in military service. You also would be eligible for a federal pension, etc.
4) You can fulfill an NHSC obligation by joining USPHS.
 
I want to know is this national health services are under government or it is any public health services.
