I heard a rumor that there is a tuition reimbursement cap recently applied to HPSP scholarships can you confirm or deny this? Or is it still 100% tuition reimbursement? You seem like you know your stuff haha

Gotta love those rumors! Fortunately, that's all it is - a rumor. All three Services pay for tuition. All three Services do not pay for certain university fees, like transportation, child care, cap and gown to mention a few even if they are 'required' by the school.
