What is up with NIAIDs F30 payline of 14. That's draconian and completely ridiculous.

Well it is certainly competitive. This is compounded by the fact that several other institutes (NIGMS for instance) don't offer F30s, so people spin their project into something that another institute with an F30 would maybe be interested in. This increases the applicant pool for a limited number of spots.

And yes, general paylines are in the teens, sometimes single digits (NICHD).

Although this is true, in my experience scores for F30s tend to be lower than other NIH grants, such as R01s. Look at the percentile funded rather than the score. IIRC, for most institutes it is in the range of 20-40% (per application).

That said, having such low scores in and of themselves reduce variance, which is bad for a number of reasons, including the fact that it makes "cookie-cutter" applications probabilistically more successful than applications which may be proposing something more high-risk, high-reward.

It's probably better this way, at least it reduces false hope. What's the point of giving easy training grants and then when they are done with their F30, F32, T32, etc. make it hellishly difficult to get their R01. Just a waste of time for everyone.
